Bad Time

Bad weather had resulted in distress for the working class, and the whole of the Relief Fund had been handed to the Workhouse guardians, much to the mayor’s displeasure.
The Local Board of Health proposed to close the Halton Burial Ground.
Prince of Wales

The Prince and Princess of Wales were staying at the Royal Victoria Hotel.
There was a legal dispute (Mace vs Philcox, known as the Stonebeach Case)about the right to have bathing machines on the beach near Carlisle Parade.
The foundation stone was laid of the St Leonards Congregational Church, at the junction of London Road and Pevensey Road. It opened for divine service on 27 October 1864.
Bourne Walk School

Water improvements were being made for the borough. New pipes were being laid and the Old Roar reservoir was being enlarged.
Tenders for the Memorial clock were discussed at a Council meeting.
Workmen on the Cricket Ground had been taking steps for the levelling and draining. The committee had decided to drain the whole of the 6½ acres for £500, meaning £200 more was to be raised for subscriptions.
Property Boom

The clock had arrived for the Albert Memorial from Messrs Thwaites and Reed, of Clerkenwell. It was hoped that the clock would be working from Saturday evening (11 June), with strikes on the hours and quarters.
Archery Grounds

All Saints Infants

Funds were to be collected at Old Town churches for the provision of new infant school premises in All Saints.
Tenders were invited for the erection of a Memorial Chapel in Bank Buildings, near the new Albert Memorial. The corner stone was laid on 3 November 1864. It opened for divine worship on 30 August 1865.
The Council discussed a new drainage scheme costing £10,000.
A meeting of the Hastings-Flimwell Turnpike Trust agreed to increase the letting of tolls on the Hastings gate from £745 to £820 and on the Hollington gate from £500 to £560.
